He doesn't say, On Gallifrey you said no. You're married, he doesn't say. As if that would really matter, in the long run. As if that sort of thing had ever really mattered, when it came to them. He doesn't say, It wouldn't be wise. It wouldn't work, you're evil. He doesn't say, You'd say no. He says: "You could stop this right now. We could leave this planet; We could fight across the constellations if that’s what you want, but not on Earth." He doesn't say yes, but he comes as close as he dares. It still isn't enough.
